History

Construction Testing & Engineering, Inc. opened its doors in 1989 with two engineers and an engineering geologist. Since then, CTE has grown to become a large, regional, multi-disciplined engineering company employing more than 200 professionals. From offices located in San Diego County, Riverside County, Ventura County, Sacramento, Tracy, and Merced, California, and Phoenix, Arizona, CTE provides civil engineering and survey services, geotechnical and environmental engineering services, and construction inspection and materials testing services to the development and construction communities.

Locally owned and operated, CTE today is a leading engineering firm located in both Northern and Southern California, and Arizona purposely diversified in its technical abilities in order to provide project owners with a single source firm for numerous project design and construction requirements. This approach to serving clients lessens the burden on an owner to identify appropriately- qualified and experienced firms for their project, promotes a smooth transition from one phase of a project to another, and benefits the owner by readily having at his disposal a collective staff of well-trained, experienced, and diversified engineers and specialists to aid in value engineering projects.


Professional Staff

CTE’s breadth of diversified expertise available to project owners and their agents begins with Environmental Assessment Specialists and Registered Environmental Assessor’s (REA). These personnel have conducted hundreds of environmental assessments, asbestos surveys, lead base paint surveys, and soils contaminant identification and have coordinated underground storage tank removals and effective site remediation.

CTE’s Geotechnical Engineers and Certified Engineering Geologists work closely with project owners and architects and have performed preliminary and update geotechnical investigations and fault hazard assessments, deep foundation design, site specific seismic response, ground modification, slope stability analyses, and grading control on well over one thousand projects. These have included high-rise and mid-rise office buildings, hotels, condominiums and apartments, casinos, universities, and various K-12 school projects, churches, shopping malls, residential developments, industrial parks, and earth and rock fill dams as well as countless US Navy, US Army Corps, Federal Highway, State, City, Municipal, and Utility projects. CTE takes an innovative approach to the seismic design of a project to provide the owner with the best alternatives possible for the existing geotechnical conditions at the site. CTE has, in fact, conducted the majority of the fault hazard assessments in the downtown San Diego area in the last ten years.




CTE’s Civil Engineers and Surveyors complement CTE’s diversified capabilities with their expertise in the preparation of boundary and topographic surveys (including ALTA surveys), tentative parcel maps, grading, utility, street improvement, and erosion control plans, final maps, construction staking and as-built plans, hydrology studies and storm water pollution prevention plans. Projects range from small, single-lot parcels to large commercial and residential developments.

CTE’s construction material testing and special structural inspection capabilities include all field inspection and material testing required to be performed on most construction projects. CTE can perform all California and Uniform Building Code, Federal, State, and local municipality requirements for construction inspection and constriction materials quality testing. CTE employs a large staff of ICBO-certified and City-certified inspectors for concrete, post-tension concrete, masonry, structural steel, fireproofing, building inspection, and mechanical, plumbing, and electrical inspection.


LEED Accredited Professionals

CTE believes in providing a client with the most comprehensive, efficient, cost-effective, and qualified service possible and has recently expanded their company résumé to include the ability to guide a client in the pursuit of LEED certification, a rapidly growing endeavor promoting the development of high performance buildings. CTE is an active member of the USGBC (U.S. Green Building Council), and the USGBC San Diego Chapter, and maintains LEED Accredited Professionals on staff.

Founded in 1993, the U.S. Green Building Council is leading the national consensus for producing a new generation of buildings that deliver high performance with minimal damage to the environment. Council members across all spectrums of the building industry unite to promote resources, products, policy guidance, education and marketing tools that support the adoption and market expansion of green building.
